The contracting authority is seeking to award a contract which broadly covers the following services; household waste collection services, operation of household waste recycling centres (HWRC's), commercial waste service, street cleansing, graffitti removal services, public toilet cleansing services, winter maintenance, gully cleansing, provision of vehicles, operation and potential build of a waste transfer station and some waste disposal.

The contracting authority may or may not part or fully fund the waste transfer station build. The provision and build of a waste transfer station will be a dialogue issue. For other dialogue areas please see paragraph VI.3

The contract is likely to be a period of 16 years with an option to extend for a period or periods in aggregate of up to 1 year, with a break point at around year 8 exercisable at the contracting authority's discretion for some or all of the services.

The contract may also include some planning services, reconfiguration or refurbishment of existing or new depot, salt silo or waste reception areas.
