4. Description: Economic research services. Basildon Borough Council requires to procure consultancy services for viability assessments to inform the collective documents of the Council's Development Plan and ensure they are deliverable. The viability assessments will be part of the evidence base to support the Local Plan and Community Infrastructure Levy (CIL) to demonstrate that it is underpinned by a broad understanding of viability.

Other Information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.

This is a single stage procurement. The service is required for completion 3 years from the commencement of the contract, with an option to extend for a maximum of 3 periods of one year.

The services comprise the production of a series of reports to inform the Council's Developmemt Plan.
