4. Description: Miscellaneous building structures. Building construction work. Construction work for school buildings. Southend on Sea Borough Council is inviting expressions of interest from contractors wishing to tender for expansion works at Hamstel Infant School.

The project involves the following:-
• New build and fit out of a multi-functional pre-fabricated temporary hall of approximately 288m incorporating new school kitchen.
• Alterations to the existing main school building to provide a new classroom and a new staffroom within the existing hall, along with conversion of the existing staffroom into a new reception classroom.
Enabling works for the temporary pre-fabricated hall (foundations, drainage and gas, electricity data and water connections) will be commenced in the May half term holidays 24/05/2014 with the remainder of the works commencing at the start of the summer holidays on 23/07/14. All works must be complete by the end of August 2014.
Comprehensive architectural, structural, mechanical & electrical services drawings, and specifications will be issued to the contractors selected to tender for the work and the works will be carried out under a JCT Form of Contract.
Contractors wishing to be considered for selection to tender will be required to be registered with Constructionline or equivalent and have listed the following Sectors and Categories:

• Building (Schools/Colleges)
• Working in Occupied Premises

A notation value for the above sectors & categories of £600,000 is also essential as well as a Feedback Average Category Score of at least 8.00.

In addition to the above requirements, our selection criteria will also be based on the following:

• A preference for CHAS or equivalent registered Contractors
• Location of Contractor in order to support local labour initiatives
• Provision of 3 examples of previous similar projects detailing the approximate contract value. Please limit each example to 2 A4 sides.
• Knowledge of delivering successful buildings within tight on site programmes, on constrained sites. No more that 2 A4 sides.
• Provision of three references for similar works carried out within the last twelve months.
• Summary of last three year accounts.
• A credit check will be carried out to assess current financial status. Evidence of a high risk status may automatically lead to exclusion.

It is intended to restrict the tender list to the highest scoring 6 contractors. If more than 6 contractors fulfil the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender.

The returned tenders will be considered against an evaluation ratio of 65% for price and 35% for quality.

Please submit your expression of interest by e-mail to propertyandregengroup@southend.gov.uk by midday on Friday 21st March 2014 with the required information i.e. CHAS Certificate or equivalent, 3 References etc. Do not request a PQQ because it is not required.

Failure to respond by midday 21st March 2014 with the information required will automatically lead to exclusion from the final tender list.
