4. Description: Development consultancy services. The Council wishes to appoint a specialist consultant to provide a range of development services as follows;
To undertake an assessment of planning applicants scheme viability statements and appraisals and produce a development viability report for the Council.
To prepare for, and attend, meetings with planning applicants or their representatives and/or Council Officers to negotiate s106 agreements (or parts thereof) on behalf of the Council and to attend Planning Committees and Appeals to represent the Council.
To undertake viability re-assessments at agreed stages in development schemes
To provide general development advice to the Council as and when required.
To deliver training for council staff and members on development viability and related matters.
Please note that the estimated total value of this requirement is less than £173,934.
