At the centre of every high profile failure in Child Safeguarding is the inability of partner organisations to share information with each other. The ability to make timely and appropriate decisions to protect children depends upon adequate information being readily available to be intelligently interpreted by professionals and child protection practitioners. If the incidents that have made national headlines are studied it is inevitably found that crucial information has either not been shared at all; has been shared too late or has not been properly assessed in the light of information held by other agencies.

Failure to share information does not just lead to individual cases of significant harm suffered by children; it also leads to valuable time being wasted as partner professionals call together face to face meetings in circumstances where a simple system of joint access to information could save considerable time and energy.

To assist all safeguarding partners in Hertfordshire with improving the information sharing processes associated with protecting vulnerable children and young people the CHILD (Children’s Information Linking Database) Project was instigated. The project is working to deliver an IT solution that will enable secure, efficient and effective information access and sharing. The solution will provide a central point for practitioners to access information and enable holistic decision making to establish the best way to safeguard the child or young person at risk or potentially at risk.

Participating Safeguarging Practitioners to this Contract shall include (but not limited to) the following establishments: East and North Hertfordshire NHS trust, Hertfordshire Community NHS Trust, Herts Valleys CCG, East and North herts CCG, Hertfordshire partnership NHS foundation trust, GPs, Hertfordshire Probation Service, Hertfordshire Constabulary

This Contract shall have a contract period of five (5) years. The estimated total value of the Contract stated in 11.1.4 is for the core contract system value including the 5 year maintenance costs. Hertfordshire County Council has worked closely with its Districts and Partners to create a joint procurement website called Supply Hertfordshire. This website is supported by BiP Solutions who provide a system called Delta which is the background platform to Supply Hertfordshire.

The Pre-Qualification Process
This is a two stage process and you will only be invited to tender if you have successfully passed through the Pre-Qualification Questionnaire (PQQ) stage. If you wish to be considered as a tenderer you must complete and submit a completed PQQ via 12 noon on Friday 26th July 2013. PQQs cannot be uploaded after the closing date/time.
