The purpose of this prior information notice is to advise the market of an upcoming procurement being undertaken Southend-on-Sea Borough Council (SBC).
The aim of the procurement will be to secure a Change Partner; which will be responsible for the review and rationalisation of a number of IT systems and SBC core processes associated. This is in order to optimise the process and operating efficiency across the Council. Additionally, the Change Partner will also be responsible for any subsequent implementation required as part of the streamlining of ongoing practises. The overriding aim is to make the processes and systems more efficient across the Council, adopting a more consolidated approach, which will be of significant importance in the assisting the Council to meet its future savings targets.

II.2.4) Description of the procurement:
The Council will be looking to appoint a Contractor who will have a breadth of knowledge and experience to ensure the delivery and success of essential projects. The areas of expertise that the most economically advantageous solution will have to evidence against may include, but will not be limited to:
•Adeptness at working / driving interorganisational partnerships
•Compliant redesign of processes and how best to implement those changes
•The effectiveness of software packages to contribute to efficient processes across the Council
•Ability to communicate efficiently across all levels of a partner organisation
•Robust employee training and support methodologies.
II.2.14) Additional information
The Contractor will be required to implement and change manage all the vital elements of this contract from implementation, to the successful delivery of the objectives, and the execution seamless exit strategy. A key deliverable of this contract will be; that SBC must be able to apply for itself, on future projects, the skills and practices it will gain as a result of this contract’s close partnership working.
It is proposed at this time, that the opportunity will be for a 2 year contract, with a possible extension of up to one year, based upon contractor performance. The estimated value of this proposed contract is has an estimated between £500K to £1m, inclusive of the extension.
We can advise that this notice is not a call for competition and that further information will only be made available once the Contract Notice has been published. SBC expect to publish a separate Contract Notice for this opportunity in early May 2016.
