II.2)Quantity Or Scope Of The Contract
II.2.1)Total quantity or scope:
Uttlesford District Council are seeking an experienced contractor to carry out Gas Servicing and planned maintenance and reactive/ responsive works to all types of Heating & Hot Water Systems in both our domestic properties and commercial estate within the District.
The District is a predominantly rural area in North West Essex comprising the main towns of Saffron Walden, Great Dunmow, Stansted Mountfitchet and Thaxted, with 56 parishes. It is geographically the largest district in Essex being some 20 miles long by 15 miles wide. The Council has a housing stock of approx. 3,000 properties throughout the District.
The contractor will be appointed under the terms of the National Housing Federation M3 form of contract and will include for all forms of heating (gas, oil, solid fuel and air source heat pumps) within the scope in addition to the statutory requirements for gas servicing and Landlords Certificates.
It is anticipated that the contract will commence on 1st June 2016 for a period of five years with an option to extend a further five years.

III.1.1)Deposits and guarantees required:
A Performance Bond equivalent to 10% of the annual sum will be required. The Council reserves the right to require warranties, including sub contractor warranties. Full details are set out in the Tender documents.

In the event of a group of economic operators submitting an acceptable offer, it will be necessary for them to provide an undertaking that each organisation will be jointly and severally liable for the due performance of the contract. Such undertaking will be in addition to the requirement to provide other deposits and guarantees by Uttlesford District Council for the due performance of the contract.

The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
