Southend-on-Sea Borough Council (SBC) wishes to appoint a Provider to install and maintain Dark Fibre circuits to allow for a minimum 1 G/Byte data service to some 120 locations throughout the borough. The provider will also be responsible for maintaining the physical circuits and rectifying faults. SBC will provide its own Customer Premises Equipment (CPE) to attach to these circuits and thus take responsibility for implementing network services.
