The University accommodation for students has been over subscribed and in order to meet our accommodation guarantee for high quality student accommodation, to the University Specification, we need to lease approximately 130 rooms for 39 weeks for the 2014-2015 academic year. The rooms must be available for student arrival on Sunday 28th September for 39 weeks, be of high quality, in line with the University standard in effort to maintain our national high rating for accommodation.

This period allows any organisations, as applicants, that would be in a position to respond to this opportunity to seek further clarification of the decision of the University before the contract is entered into. Applicants have two working days from notification of the award decision to request further information or briefing of the decision and that this information would need to be provided a minimum of three working days before expiry of the standstill period. Justification for the choice of the negotiated procedure without prior call for competition

In order to benefit from the reduced time-limit referred to above, in addition to the box(es) to be ticked above, please explain in a clear and comprehensive manner why the award of the contract without prior publication of a contract notice in the Official Journal of the European Union is lawful, by stating in any case the relevant facts and, as appropriate, the conclusions of law in accordance with the Articles in Directive 2004/18/EC (500 words maximum).
The University had an unforeseen requirement for bulk, high quality, student accommodation for 39 weeks with close proximity to the University Campus due to over subscription after exam results. This is predominantly a Part B Service normally and there is no time to run a competition, and we feel there is only a single provider that can meet the requirement to the standard locally.
