4. Description: Feasibility study, advisory service, analysis. Braintree District Council (BDC), in partnership with Essex County Council (ECC), has secured funding to commission a feasibility study to look at the demand, economic impact, indicative design and costing and identification of any development constraints for an Enterprise Centre in Witham. BDC, as the funding holder, is looking to appoint a suitably qualified and experienced consultancy to test the market to help the partnership fully understand whether there is sufficient demand for the centre from start-up and existing businesses within the Witham area. The study will seek to understand which types of business enterprises would be supported; make recommendations on where it might be located; how it should be funded and marketed; and the longer term potential of the facility as a hub for future business expansion. The purpose of this study is to establish whether or not there is a demand for an Enterprise Centre in Witham and if so, the nature and type of accommodation and uses required together with a feasibility appraisal demonstrating how these premises can be delivered in the most cost effective and viable way. The study will include: Establishing the demand for an Enterprise Centre in Witham. Identify and evaluate potential locations considering land acquisitions if required. Identify potential management options and organisations and test the market with operators. Assessing the uses and appropriate unit sizes from the analysis of demand and consider new build or conversion of an existing building.
