Short Description: | The purpose of this tender exercise is to put into place contracts to provide appropriate transportation for the safe conveyance of Passengers with special needs, to their respective schools. The Schools in question are: • Kingsdown School that specialises in assisting children with learning difficulties, physical disabilities and communication difficulties. Currently 74 Passengers requiring transportation, with the potential to grow to 80 • The St Christopher’s School who focus on children who have Special Educational Needs (SEN). Including but not limited to severe Autism and Attention Deficit Hyperactivity Disorder. Currently 119 Passengers requiring transportation with the potential to grow to 133. There are 3 of the 119 St Christopher’s Passengers that require their own individual vehicles. The Council reserves the right to appoint a different Operator for each school. With the information provided by the Council; the winning Operators will be responsible for transporting a high volume of Passengers with varying degrees of special needs. They will be responsible for planning, staffing and running the various routes required. The routes submitted by the Tenderers will be assessed by the Council for both practical and financial viability. Additionally, SBC have approached Essex County Council (ECC) with the possibility of jointly provisioning the services required. This is because there are a number of Passengers that require transportation to Southend Borough from Essex County Districts. This will add a further 8 Passengers for Kingsdown and a further 25 Passengers for St Christopher’s. Although ECC are taking part in this tender process, they are also running their own independent tender competition for the same provision. The ECC only process will include the requirement detailed above, as well as a number of their other transportation obligations. ECC reserve the right to determine and award a contract under which ever of these two tender processes represent the best value for ECC. As result the tender will be run as 4 Lots with Operators able to bid for a single lot or multiple lots.
