4. Description: Window-cleaning services. Uttlesford is a large rural district of about 65,000 hectares and a population of approximately 80,000 (based on the 2011 Census). It is located in North West Essex, with the market towns of Saffron Walden (population approx. 16,000) and Great Dunmow (population approx. 9,000) situated in the northern and southern parts of the District respectively. Stansted Airport lies within the District, just northeast of the Hertfordshire town of Bishop’s Stortford.
Uttlesford District Council is seeking to invite offers from interested parties for Window Cleaning services to;
•approximately 400 sheltered flats and bungalows
•Communal Day Centres & The Museum
•Council Offices & adjoining property
•Council Depots
A regular, reliable and efficient service is sought enhancing the lives and social needs of tenants and improving their living environment. Interaction with tenants and gaining trust will be an important factor in delivering the service levels required and maintaining the Council’s Social Values. Please note that due to ongoing development works within the District, the sheltered property list is likely to change at short notice over the life of the contract, so flexibility in delivering services would also be required. The contract will commence in March 2016 and run until March 2019 with an option to extend for a further two years in one year increments.
We have taken the opportunity to split the contract into four smaller Lots which we hope will provide smaller businesses with an opportunity to compete for these works. Tenderers are invited to include pricing for two options (bi-monthly and quarterly cycles) for some sites and for 26 week cycles on others.
Additionally there will be a series of non-commercial questions based on Site Visits & Surveys, Technical & Professional Ability, Health & Safety and Customer Engagement. These questions will be evaluated and scored as set out in the tender documents. The tenderers receiving the highest marks will be invited to attend a ‘Due Diligence’ meeting with the Council to confirm their suitability. It is anticipated that the tender process should take 6-8 weeks and the contract commence in March 2016.
