      Service Objectives are to: Maximise Service Users income and enable them to access welfare benefits to which they are entitled; Increase staff awareness about welfare benefits to enable increased take up; Direct Service Users to appropriate and specific legal or other specialist advice where necessary; Build and maintain effective partnership work with key local contacts and agencies, which will assist in the ongoing development of the Service; Promote where possible choice about levels and methods of financial support via the welfare benefits system regardless of

Should there be interest, an Open Tender procedure will be adopted for this procurement to commence in April 2019. The term of a new contract is likely to be five years with the option to extend by up three years.

      Based on the current spend at Southend-on-Sea Borough Council, the estimated contract value is £17,000 per annum. This is a Prior Information Notice to gauge market interest in the Specialist Welfare Advice Support Service. The Contract Requirements are to: Provide specialist welfare benefits advice and support to specific individuals known to the Department for People both adults and children; Represent Service Users where they are unable to speak for themselves, presenting their views as if they were those of the Service User using the Service; Provide advice and training to staff within the department; To develop and promote user involvement opportunities, where appropriate.
