The Council wishes to work with a Contractor who will have full operational responsibility for the facilities and provide the service in a way that is sympathetic to its corporate priorities; and Leisure and Sport Strategy objectives, and will work in partnership with the schools, clubs and voluntary organisations active in sport and physical activity across the Borough.The Council recognises that the relationship with the Contractor will be a partnership. Within this relationship the Council’s role is to specify the services to be provided and monitor service delivery. The Council’s specification reflects its policies and objectives for leisure services, focusing on increasing participation, improving health outcomes for the local population, enhancing equality of opportunity and ensuring the residents receive a high quality service.Against this background, the Council does not seek to be prescriptive about the programmes and methods of service deliver employed by the Contractor. Indeed, the Council recognises the need for flexibility by both parties. Bidders should view this as an opportunity to work in partnership for the benefit of all parties with the focus on the community. The Contractor will be able to maximise income by increasing usage as direct result of providing customers with the required service at a fair price.The base requirement of this contract is considered to be a Part B service. Therefore, the Council will utilise an Open Procedure in line with the Public Procurement Regulations 2006 as amended by The Public Contracts (Amendment) Regulations 2009. The approximate value of the contract provided is the value of the contract per annum and represents a payment to the Council.
