Other Information: CCC is seeking to appoint a consultancy on a retained basis to provide expert independent economic viability advice on developer's viability appraisals. This will include affordable housing proposals and related viability matters submitted through the planning process. Consistent with current CCC policy, National Planning Framework, ministerial and other government statements, the intention is to maximise the contribution of affordable housing and other contributions across the administrative area of the City of Chelmsford, subject to economic viability. The service is required both pre and post CIL adoption (currently scheduled for 01/06/14).

The appointed consultancy will work with CCC's planning and housing teams on an ad hoc basis in response to anticipated or actual planning applications and in a remote fashion with the planning applicant and/or their representatives, reporting to CCC at key stages and when decisions or guidance is required.

The consultancy will be expected to provide Economic Viability Assessments (EVAs) on both residential and mixed use sites.

The consultancy must be experienced at regularly undertaking EVAs using their chosen economic appraisal tool/model. They are also required to be highly proficient in using ARGUS Developer and the Homes and Communities Agency (HCA) Development Appraisal Tool (DAT). All EVAs must be signed off by assessors who are are in possession of a relevant RICS qualification or equivalent accreditation.

The consultancy must be able to demonstrate experience in offering expert advice in determining the deliverable percentage, mix and tenure of affordable housing and quantum of other contributions including all necessary on site infrastructure. Their advice should be based on detailed analysis of market factors with a focus on development value, development cost and profitability. The consultancy is expected to source its own value and cost information as a basis for appraising the viability information submitted for consideration. In meeting this requirement it is anticipated that the consultancy shall offer a range of services including: a development consultant, a chartered quantity surveyor, a qualified chartered surveyor or valuer.

The contract is for a 2 year term, subject to a quarterly review.

Tender documents will be issued to all interested parties on 03/02/14 and tenders must be received using the address label provided by noon on 18/02/14. Interviews, if required, will be held on 7/03/2014 and 10/03/2014.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
