      The contract will require the successful supplier to provide supported housing accommodation for young parents (up to the age of 19) and their children, with the capacity to provide approximately 10 units of accommodation.

Southend-on-Sea Borough Council are gauging market interest in this service. The current provider owns the accommodation and would not lease the building to other provider(s).

   II.2.4) Description of the procurement:       
      The objective of the service will be to achieve the following outcomes:
•To provide varying options of support that empower young parents, including mediation, floating support and the prevention of homelessness;
•Increase multi agency approach to support teenage parents including specialist supports services, such as Family Nurse Partnership (if applicable);
•Align the service to achieve the outcomes of A Better Start Southend;
•To enable teenage parents to develop appropriate skills as parents and engage in education, training and employment in the long term;
•Deliver services focussed on supporting vulnerable children including Looked After Children (LAC), with Protection Plans or in Need;
•Deliver services focused on empowering teenage fathers to achieve better outcomes for themselves and their children.

The maximum contract value is £96,663 per annum and there is likely to be TUPE transfer and the current cost for staff are roughly £78,000 per year.
