      Southend-on-Sea Borough Council are gauging market interest in this service as the current service has a number of experienced volunteers who would not transfer over to the service so providers would need to have extensive trained volunteers who would be to provide the service from 1st April 2019. The maximum contract value is £104,500 per annum and there is likely to be TUPE transfer and current staff costs are roughly £62,000.

      Develop a large number of specialist community volunteers to: Support families where children are identified as Children In Need or with Child Protection Plans to develop the confidence and skills required to self-manage and help their families to thrive /Support those families to develop parenting skills which support improved outcomes for their children/ Enhance offer given by The Council’s Early Help Family Support & YOS service for families and children /Offer families support to enable families to ‘step down’ from Social Care, when appropriate due to a reduction of need and harm /Support the Council re-unification of children with their families /Evaluate the impact of this service on families /Offer long term volunteer support to families with de-escalating needs to embed long term changes which benefit children and families /Use community knowledge, to advise and develop innovative schemes that are part of the Council’s Early Intervention and Prevention offer
