The PAE 2010 Programme

The PAE 2010 programme was established in Essex in September 2009.  It resulted from the Essex Collaborative Procurement Review carried out earlier in the year.

PAE 2010 is a groundbreaking cross-public sector programme.  It addresses the strategic issues that lead to inefficiencies and unnecessary costs to public bodies and focuses on resource scarcity, fragmented markets and duplication of effort within the context of increasing demand for public services.

PAE 2010 seeks to establish a collaborative approach to category management, procurement and supplier relationship development across the Essex public sector.

The programme will seek to prove the concept of regional cross public sector collaborative procurement.

Participation and Benefits

PAE 2010 is part funded by Improvement East and is open to all public bodies in Essex.  It currently enjoys strong cross public sector support from the Fire and Rescue Service, the Police, the NHS PCTs and the East of England NHS Collaborative Procurement Hub, the Probation Service, Higher and Further Education, Housing Associations and all local authorities.

Increasingly, individual organisations will struggle to meet the demand for savings.  Through collaboration, PAE 2010 provides opportunities to achieve additional value in areas of synergy and commonality.

Further useful information

PAE 2010 complements Total Place, the government’s ‘whole area’ approach to public services. The focus is on reducing costs and introducing new ways of working through collaboration and local leadership. It builds on the efficiency work carried out across many sectors and places.

PAE 2010 also ties in with the Building Britain's Future agenda which focuses on developing the next generation of public services.  Front-line delivery organisations need to collaborate effectively to deliver more user-focused services and individual entitlements.
